His name is Higgins. He is traced off of this frame of Bob Cratchit from the Jim Carry version of A Christmas Carol, which I edited to make it more IAS.

This soyjak's purpose is the make fun of soyboys who obsess over media aimed for children and do activites that children usually do, which fits the clip higgins is traced from, where Bob Cratchit slides down and icy road with other children and enjoys it like the soyboy he is.
